Hello, been trying desperately to start a server and it's simply not working.

Hi, I've followed tons of tutorials on how to create a Minecraft server, and none of them have worked.
I own a Verizon Actiontec router.
The website claims the ports 25565 are forwarded to my IP address (I used my IPv4 IP for that), but when people try to join it does not allow them to connect and I can't understand why. If anybody could help that would be great, thanks.
