I cant light my nether rack in my Fire temple for the building contest. Is this a bug or is it done on purpose?

I'm pretty sure it is because Creative has restrictions such as not being able to acces containers or spawn withers. It also prevents the use of TNT/lava/fire. Therefore, fire is a no, no.

It's due to restrictions on the server though you should be able to.
We'll track down what's blocking it and remove it.

For safety. We can't have fires about the place. What if there were an accident and you start a big fire? Everybody building will get burn to the ground. That why it been disabled.

You can have it so that fires are active, without firespread being on.

The comp over now anyway for the Admin to do anything. It a challenge, use lava or something else insted in times like that.

It's all fixed, jump on and light any netherrack you need to before the end of the comp.
