I cant connect to anything Minecraft?

Hi
Recently I've had the problem that I can't get on www.minecraft.net with the Google Chrome error message :
Oops! Google Chrome could not connect to www.minecraft.net
I also can't connect to Minecraft.net on my launcher, when I login it loads for 30-60 seconds and says it can't connect. I can retry but it will never work.
I thought the server might be down but this has been happening for around 2 weeks, My friend is on both the website and his server now so it couldn't be the server.
Any Ideas?
