loadlibrary failed with error 998 minecraft

Hey guys I've been able to play minecraft until about 1 week ago, now everytime I try to play I get this error loadlibrary failed with error 998. I've searched and searched but there's no fix. I've included a snapshot of the error popup.

Does this happen when you login to minecraft or when you start the file?
