When I run my minecraft server, then go and try to play on it through minecraft it say that it can't reach server?

Yes, I have portforwarded and I do know how to change my ipv4 when it changes. No, my Ip hasn't changed (as shown on ipchicken). 

I was running and playing on my server the other day but now i can't connect to it. same as my friends. I did restart my computer but i don't see how that could have done anything??

I think that it could perhaps be a firewall thing but i dont know how to fix that.

This is extremely annoying because my server is running with the lil black screen but it keeps saying can't reach server!!

I have restarted my computer and my router and when the ipv4 address changed i changed the portforwarding and the ipv4 in the server files.

PLEASE HELP ME
