Problem with allocating ram

Hello everyone. I recently started a minecraft servers for me and my friends to play on. I wanted to allocate more ram for the server to run on because it would be laggy as hell if i didnt do that. I have created a .bat file and all that junk but the problem is when i start the .bat file and my server it just wont allocate more ram. I will include a screenshot of the server.exe and the cmd. Is there anything i've done wrong?
Using windows 7 64 bit
Using java 7 and latest version

its better to have it use more like at 380MB

I suggest using software such as Craftbukkit, or possibly running the server system as Administrator. The RAM is infact allocated, as the software says it's only using 7% of allocated RAM at 94MB. The best bet is to try other software.
