Server not working(Port opened)

I opened my port in my router, and I opened up the server but when I type the IP and the port, I wait for a little when it is saying "connecting to the server" but then after about 20-30 seconds I get the message " Failed to connect to server" "Operation timed out".
I did open the port, I don't know if that didn't work somehow, but I followed the directions of other minecraft users.
