Texture packs problems

As my subject says I have texture pack problems. Whenever I try to set a new texture pack by dragging it onto the minecraft.jar it says:
! Cannot rename __rzi_09.201 to C:\Users\BLARG\AppData\Roaming\.minecraft\bin\minecraft.jar
! Cannot create C:\Users\BLARG\AppData\Roaming\.minecraft\bin\minecraft.jar
! The process cannot access the file because it is being used by another process.
I'm using WINRAR by the way.
