World of Minecraft.exe won't run.

Using Windows 7
I try every possible method of running an executable, including command prompt. my computer thinks for a second, then nothing happens. I mean nothing: no warning, no prompt, no error message, nothing. It's as if I never told it to run.
I have re-downloaded three times now.
Any help would be appreciated.
