All im using to upload a picture is google chrome ,but i see them and im using regular windows

Are you uploading them from your files on your computer? If so then that's why noone else is able to see them.

He has them uploaded to the world of minecraft's site, in the file browser.
[Right click the unloaded image and open it in another window, it tells you in the address bar]
I don't know if posting direct links to those pictures in the file browser would be allowed for view by anyone other than the uploader but to test it, here's a copy of my avi that I'd uploaded to World of Minecraft.

I can see you're image fine, but the URLs are actually different.
The Lucasandness's first picture's URL is:
http://cdn2.worldofminecraft.com/users/Lucasandness/2012-10-27_14.07.08.png
And your picture's URL is:
http://cdn2.worldofminecraft.com/resize/remote/71cbd9b8c6bb6174292472c34fa8915c-79x79.png
Where your one says "resize/remote" his says "users/Lucasandness", I looked to see if this meant he had uploaded it as an avatar somehow, but, for example, jak2131's avatar's URL is:
https://cache.worldofminecraft.com/files/pictures/picture-191805.png
Which doesn't have the same start to the URL. Therefore it seems he's possibly uploaded it to the wrong place.
[EDIT] After having looked at posts of pictures on other thread it seems that they all have "resize/remote" in the URL, even .gifs have it in thier URL.
