Adding a Region inside of a Region with World Guard

I made a Town and want people to join it but I want to make it so they can only build in there Plot. Right now the Town is in a Region so it's protected and I tried to make a Region within the Town's Region but it's not working. What would I need to do so I can keep the Town Region and make new Regions in the Town so people can only build on their own Plots?

How would I see or change the priority? I don't have access to the Console so I can't use that way. I made a Region for the Town then decided to do Regions for everyone who joins so there isn't any griefing or stealing.
