If you move try to hold the X button in , if you try to fly up with noclip it might not instantly work , try to walk abit first and then fly up while holding the noclip button.

perhaps the server you're on does not allow no-clip?
I know some servers disable World of Minecraft, No-clip, fly ahcks, or jump hacks...
or speed hacks.
