Build my server help?

I'm looking to build my own private server for my kids to use. Can someone direct me to tools that I could use?
I'd want a custom server to add features to. Is there a toolkit or a launcher or something that makes it easier?

Perhaps I should have been more specific, sorry. I have a server that I can host on. I'm just wondering if there is a toolkit that everyone uses to add features, addons, functionality when they build their minecraft server. Something to make it a lot easier than java programming.

I've seen server hosting things 24/7, but they all cost money. I have yet to stumble across one that's free, but for now, all I managed to find was hosting that only allow for a certain time. Here is one that give you the file manager, console, everything, but it's only for 2 hours at a time, but may take a while to start because the servers have premiums to server as well: https://server.pro/
