Creative Multiplayer Server doesn't work

I've downloaded the software on the site but it only has three things.
The minecraft-server.jar file
A readme file
And the start-server.bat file
The readme says there is a "server.properties" file to go along with it but it doesn't have it.
I'm on a Windows 7 64 bit PC. A friend of mine has a mac and it works fine for him. Is it just my computer?

I'm guessing it's my java version?

I've found out that it was the path to my java that was the problem. It's all fixed now. Thanks ^-^

your supposed to extract all of these 3 files in one folder just name the folder mincraft server or whatever. than run the start-server.bat and server.properties should be created
