Okay, basicly it's a way to get members a fill when there are no arch+ online or they are busy.
The requirements:
-There needs to be a mod or OP on.
-There also needs to be a member+ on. Which is most likely the case.
The way:
Member: {Says:} Can I have a fillplan?
Mod/OP: Ill do it.
Any builder+: Ill do it too.
Those two teleport to the guy who's asking a fillplan.
Mod and builder look if the fill place and lag are okay.
Mod assigns a area that is a bit larger then the fill spot.
Builder+ fills
Mod deassigns the buidler+
When a fillplan is completed you get one fillplan point. (The mod AND builder+.). Ypu can only get one if the asker and both of the takers are on. When an admin+ gets on, then you all three have to say: {MOD} and {BUILDER+} have helped {ASKER}
When you type /status your awards are viewed too. Like this:

My idea is when you get 10 points you'll get a award:
10 points = Helper of the fillplan.
20 points = Filler of the fillplan.
40 points = Best of fillplan.
50 points = King of the fill(plan)!
You may get other special things like a title...
This way the builders get more 'popular' and well known by the admins.
AND the arch+ don't get bothered about a fill anymore.
A win-win situation.
They may or may not have fills.
But the point is that builders+ can in an assigned area. The Mods/ OP Assigns it to builder.
Anyways, too bad it probarly wont work...

seems like way too much work. Builders are closely monitored for possible promotions so „popularity" is invalid here, arches don't have to help, admin+ do. Neither mods nor ops have the /fill ability (to my knowledge).
