I don't have creative but I have /god and /fly and have a lot of money for materials if I need to buy them. What is a good way to build or start an underwater city or town? I want to make it out of glass for most if not all of it so you can see the water. I tried before while using creative and wasn't sure how to do it so I gave up.
Honestly, it would require too much work to make a perfect underwater city, mainly requiring some experience with MCedit or some other tool. I can only think of one plausible way, but it does lack in certain areas.
1. Designate an area with an open box (any material, preferrably dirt)
2. Create the town within the box, taking care to not come within a certain distance of the box's walls, and never touching them, except the floor of the box if necessary.
3. Create a glass box from the very edge of your town that completely covers the entire town, but does not touch the first box.
4. Add a layer of ice as a roof to the first box, and break them all to flood the town.
From there, you can landscape the exterior of the box to make it look natural and pretty, create a tunnel entrance into your town from one side of the box, etc. There are several disadvantages to this method though, such as having difficulty adding more water to the outside, and the fact that it's quite difficult to expand the town.
Easiest way would just be to build some sort of dome first underwater. Or if you could buy sponges wherever you're doing it, use those. But just make a big dome, build city under it. Then either destroy dome if you want the whole town flooded, or make dome out of glass if you want people to see unflooded city.

I decided to start with a dome and I used wool to do an outline so I know what it's suppose to look like since it breaks easy than dirt or anything else sicne i have water affinity.
Make the building and fill it with command blocks. They are detroyed in 1 hit, so you can clear it out extremely fast.

Make the structure out of wool then cover that ina layer of glass. Go inside and burn the wool.
