Easy
when u start the server, u should see a console where u can type in some commands. in there, type op <yournamehere> . this should work.

You need to install plugins
You need to install plugins for these.
if it's a full Minecraft server and not a classic one, use Bukkit. They offer the best plugins.
It's a bit of a long process to explain so just google "how to make a minecraft server with bukkit"
or
"how to install bukkit plugins"
[EDIT] - You will probably find a better guide on Youtube than on google for this, actually.
[EDIT] - If you need space, delete the system32 folder. ;)
I take that back, do not delete your system 32 folder or you will regret it.
