Installing a Texture Pack on the Latest version of Minecraft?

I have been trying to install the Texture pack "RPG" on minecraft but I just can not get it to work I have followed the steps in the readme file exactly.
Here is what I have done:
1.Extract RPG texture.
2.Go to Start type in %appdata%
3.In %appdata% open: .Minecraft
4.Open bin
5.Right click on Minecraft & open with WinRAR
6.Grab and Drop RPG texture folder into the Minecraft.jar I just opened.
7.Close everything
8.Run Minecraft - load map - NO change
What am I doing wrong? I am using the latest version of minecraft downloaded from the minecraft website..
Just want the RPG texture pack...

WinRAR just extracts/archives
WinRAR just extracts/archives files.. well that is all I use it for.
So this IZarc thing could you go into more detail because I did everything right according to the guide so this is getting really frustrating :(

Really need some help with this I don't understand why it wont work.. does the fact I am using 64bit windows 7 change anything?

Ok.. I think I got the things
Ok.. I think I got the things to work because it actually asked if I want to replace the files when I put it in this time, but now when I start minecraft it freezes on "Done Loading"

I prefer IZarc archiver, and what you do for that one is click add, then select the texture pack and the click yes to all, i have no idea ho the program you were using works.
