Low fps in 1.7.4

When I use the new client my Fps wont go any higher than 2 fps even with the fog as close as it gets, in fact the fog distance doesn't seem to affect the fps at all.
I got a decent framerate with the 1.6 clients so does this have to do with the addition of HD textures or something (my graphics card is not very new), even using the normal texture why is it so slow?
