My minecraft server problem

I created my server and i can connect to the server but when im connected to it i get this lag and the world is not appering, also i get [WARNING] Can't keep up! Did the system time change, or is the server overloaded?

What type of computer are you running?

My horrible windows vista computer can just about run MC server software.

I get the same error- It doesn't matter just the computer moaning (Bukkit sweared at me one time - the nerve of my pc!)
