On the server i am on (running latest version of World of Minecraft) the other are using the same version, they can noclip but i cant. i have asked admins and they said it should work.

Re-download
Delete current client and re-download latest.
Make sure it downloads minecraft.jar.

tough servers that have the +hax +noclip or +ophax allow noclip to be used
