Need help portforwarding!

please help me portforward my minecraft server by sky.
i have added a service port 25565
firewall rules inbound done
when i open the server it says : [WARNING] **** FAILED TO BIND TO PORT!
[WARNING] The exception was: java.net.BindException: Cannot assign requested address: JVM_Bind
[WARNING] Perhaps a server is already running on that port?
please help me! need a clear explanation

when that happened i made my

Make sure you close any port forward checking software or anything that could interfere with it and insure you only have the server cmd prompt open once. :)
