Player Hacking on to Grief Some More

There is this player on, Lets Build a Castle server, that keeps coming back although we have IP Banned him. He still makes new accounts and everything, the only issue is that he loves our server.
Is there anything we can do to Permanently ban him?

He's probably either using Proxies, Tor, or resetting his modem. Either way, no you can't as far as I know. I'd get some security, like lots of Mods. Maybe you could make a "Guest" system like World of Minecraft has, and only let people you can trust in. Like they would have to log in and be nice for 3 days before they can be considered a member (Or anything like that, that might be a bit drastic). That would probably discourage him enough to stop him completely. Either way you'll have to get creative if you wish to stop them.
