Server flying help

ive been on servers were every one can fly reguardless of having the client or not.
can somone explain how to implement that in my server

There are servers (for example the Mclawl and the McForge servers) that use cmds like /fly. It lets you ''fly''. It let's you stand on glass, that other players can't see, so for them, it looks like you are flying. It works, but it isn't as trustable as the World of Minecraft client.
