Server Help Please!

Hello World of Minecraft. I am new to the site but have been playing Minecraft for quite some time. I recently started up my server but how do I make it all flat (i.e. no trees, water, mountains, etc) Please help me!
EDIT: Also how do I get those admin tools that allow me to place bedrock, and make huge walls and spawn water and lava and stuff?

For making maps I would suggest omen from the downloads section at the top of this page.
As for commands, refer to the manual of the software you are using.
