Server Hosting Suggestions

So I'm looking to buy a dedicated minecraft server. One which is both cheap and has mods available to be preinstalled. SSH would be nice too. :3 Suggestions?

Yeah I really did consider
Yeah I really did consider then but I've heard they favor overpopulating a single server for lowered costs. I'd rather avoid them, thank you though. :) Any other suggestions? :3
