Server not disconnecting users?

The whole server was fullwith about 50 people and only 5 active ones, so i refreshed and couldnt get back in because it was ~"full". I don't think the server is disconnecting properly...
It might not be a bug, but i think it should disconnect if they go inactive for too long.
