Territories in Factions Plugin

I'm pretty familiar with how Factions work but I don't understand how and when you are able to either grief or raid from other Factions. I think I heard from someone that if they are Allies then you can raid. So when can you raid and grief another Faction?

Just in General. I believe this is the right spot to since I didn't see any other places to put this. I thought Mods would be a good spot but Mods and Plugins are different things it seems.
