I quite like the idea of the underwater pack, but I'm afraid to say I can't do anything with the editing :/. I hope you can still continue with this though!

this wont be a great help but maby like it could be holding its breath or something. Its probly not a great help but i like the idea of the texture pack though.

you could make snow be bubbles when its falling and make it moss when its on the ground

Make it so a boat looks like a submarine and all the farm animals are fish/sharks or something

Make skellies look like those fish that inflates itself you know, the one w/ spikes.
Other mobs could be sharks and octopus's and other dangerus fish.

I already have a couple ideas. like replacing trees with an airlock block, making steel look more constructed by adding bolts of something, and making glass look more reinforced. Also probably replacing mushrooms and flowers with underwater plants.
