This is a work-in-progress.
A friend (Devoid from Norway) and myself (Spikespiegel from Denmark) decided to start this project two days ago, and since then a lot of man hours have been put into the project.We started with the highest point of the building, the dome, and worked our way down. The front side of the building is nearly complete, and we expect to start on the back side later today.
Except for the custom client, no mods have been used. The server has no mass-building modifications (such as cuboid) available.

We decided to start from the
We decided to start from the top, as we knew that the dome would be the biggest challenge. We haven't worried about the ground level (as you can see from the screenshot, the building floats), as we can always raise or lower the ground to fit the building.

A small update
Both facades have been made, and the exterior is nearly complete. We have begun working on the interior, here with the Statuary Hall in a very early phase.

though it looks fantastic i would like to advise you (As a Designer with many large builds under his belt) to not build from the top unless you have grid lines set..
Building from the top can lead to minor errors which will expand into greater ones as the building progressess...
Make your base and work upwards.
