Users can't connect to my server

Hi all, i just started a minecraft server using the official default server software. I followed all the steps on the wiki, and eveyrwhere else I could find online, with port forwarding and allowing it through the firewall, but other users can't log in to the server. I can only access it from my local network if I use localhost (even that doesn't always work) or type in my local IP address. However, for others using my public IP address, it never works, even if they add :25565 at the end for the open port. Also the port checker says it's closed but I dont believe that's the case because I havent changed it from a year ago when I hosted an MCLawl  server successfully. I still think it's a problem with either firewall or port forwarding...but Ive looked everywhere for hours and found nothing. anyone got any ideas?

Are You Having The 'The System Cannot Keep Up, Did The Time Change Or It Is Overloaded' Errors?

Or Google 'What Is My IP' Copy That And Paste It Then Try :25565 =D If this Does Not Work Reply And I Will Look For An Answer =D

first when i add server it

first when i add server it says cant reach server, if i try to connect anyways, it says connection refused: connect. I already know my public IP address, and have tried adding the :25565 on both the direct connect and add server. the only problem i have is connecting using a public IP address, and I havent been able to find anything yet.

Guh. Another case of a newbie MC host

The answer is simple: Port-forward.

EDIT 2: Port-forwards can sometimes reset after a while. Just repeat the process again.

not portforwarding problem, may be another router issue.

lol thats not the problem. ive portforwarded many times before, im no noob at this-ive held servers before. and I know for a fact i did it correctly, using my local ip address that still matches, and i did 25565. Ive done it multiple times the past two days, but nothin really needs to be changed other than saving it again. Are there any other server settings that affect public access through the internet aside from firewall (which i turned off)? My friend said he could ping my public ip using command prompt and it is listening if that helps, but the server doesnt show up and it says connection refused if u try anyway.
