After all of the stories about herobrine had been made, mojang decided to leave a little easter-egg joke in the change log saying that they had removed it.
And they made it look like herobrine was fighting back to take over the game by putting it multiple times in a number of updates.
Really, I'm being honest, it is not, and never has been in basic minecraft.

You could go for the number of times that Notch has stated that it has never been in the game.
Or the fact that there is no coding for herobrine.

A while back some people made a video to try to scare people where they had herobrine slowly taking over their game and leaving them messages.
It does not exist in minecraft if you are not using mods.
Some people have made mods that add it as an enemy where it will build structures or attack you or give you nightmares if you try to sleep ingame.
