Why can't I be upgraded?

I just went into a server and asked to be upgraded and the OP said my application was denied...
But I don't remember applying anywhere (unless he means registering on this forum).. And then he wouldn't upgrade me. Have I done something wrong? I only registered about 20 minutes ago and joined Cal's Server I think...
