I have tried multiple times trying to configure this.. Although the window that states whether or not I should "Extract All". So if there is an alternate way to make the client work please tell me. Thanks!
*btw I have a windows 7 64-bit.

I have extracted the files to a specific folder but this window

Ok
1. Re download
2. When you click the download another window will open saying "downloads"
3. Double-Click the file you downloaded
4. Double-click the icon (World of Minecraft) in the downloaded folder
5. The extract window should appear.

Wow? How did that work.. I just extracted it in the downloads window and the extract window actually did not appear which is odd. but it works. Thanks! :)
